Counties still baffled why they were on 'sanctuary' list

The Department of Homeland Security list of "sanctuary jurisdictions" included 20 mostly rural Minnesota counties, the cities of Minneapolis and St. Paul and the state of Minnesota. They've asked but have gotten no answers on why they made the list, which has since been taken down, they said in county board meetings Tuesday.
